The Climate Change Action Plan
Valley Water’s mission to provide clean, safe water, protect against flooding, and care for our local streams is increasingly shaped by the realities of climate change. Rising temperatures, shifting precipitation patterns, more frequent and prolonged droughts, declining Sierra snowpack, and sea level rise are introducing complex challenges to water reliability, infrastructure, and ecosystem health in Santa Clara County.
To proactively address these challenges and following extensive stakeholder review, the Valley Water Board of Directors adopted the Climate Change Action Plan (CCAP) . This comprehensive, science-based roadmap identifies the region’s climate vulnerabilities and outlines clear goals, strategies, and actions in five focus areas: greenhouse gas emissions reduction, water supply adaptation, flood protection and preparedness, ecosystem adaptation, and emergency preparedness.
The CCAP is updated every ten years, providing long-term strategic direction for Valley Water’s climate resilience efforts. In the intervening years, Extreme Weather Event Action Plan (EWEAP) Biennial Reports are published to track implementation progress and highlight how the agency’s projects and programs are evolving to meet climate challenges. These interim updates reflect Valley Water’s ongoing commitment to transparency, accountability, and continuous improvement.
